The
Expert Committee of Hazardous Goods of United Nations has formulated the common
regulations for the transportation of hazardous materials either by Sea, Road
or Air within the United Nations member countries without any hurdles. The
United Nations has implemented different regulations like International
Maritime Dangerous Goods Code (IMDG) for sea transportation. International
Civil Aviation Organization (ICAO) for air transportation. Every member country
of the United Nations has got the controlling authority for the transportation
of hazardous goods.
In
India, Ministry of Ports, Shipping and waterways, Govt. of India and
Directorate General of Civil Aviation (Ministry of Civil Aviation, Govt. of
India) have authorized the Indian Institute of Packaging as a nodal agency to
conduct the various performance tests on bulk packages and also to issue the UN
Certificates. In line with this Indian Institute of Packaging, Kolkata has been
providing these services to a large number of industries and thus promoting the
export of hazardous goods. The Institute has got well equipped laboratories for
the testing of different parameters related to IMDG as well as ICAO
Regulations.
The
institute is providing the UN certificate for Packaging Material for the export
of dangerous goods as per guidelines of
(a)International Maritime Dangerous Goods (IMDG) Code (for the
Transportation of Goods by Sea) and Directorate General of Shipping (DG
Shipping)
(b)International Air Transport Association
(IATA) (for the Transportation of Goods by Air) and Directorate General of
Civil Aviation (DGCA)
Procedure:
The UN certificates are given to the
manufacturers / dealers of Packaging Materials and exporters of Dangerous Goods
when the packages are fabricated at their end.
For testing and UN Certification the
packages are accepted when the name of the chemical, UN No., Packing
Instruction, Packaging Group, Density of the Product, Gross Weight of the
packages, vapour pressure at 55 °C in
kPa (applicable only for liquids), and the compatibility declaration certificates
as per FF- 57 are submitted to the Institute
The required test samples are selected
from the lot of 24 packages manufactured at the manufacturers’ end; following
UN test norms. In the lot of 24 packages at least one package should be
printed.
From the lot of 24 packages brought to
the Institute or kept at the party’s works, minimum 8 packages would be drawn
for the testing and checking of specification.
The samples are necessary to be
submitted along with the covering letter, duly filled with information sheet
and drawing of the packages to be certified.
Validity
of the Certificate:
It is necessary to take quality checking
report by the manufacturer/dealer of the packaging materials manufacturer by
submitting minimum 8 Nos. of packages to IIP for testing of the same as per IMDG-CODE,
Volume-I or ICAO (IATA).
The manufacturers of packaging materials
having ISO 9001: 2015 certifications, the validity given for the certificate is
of 18 months and 9 months for Non-ISO certified Packaging Materials
Manufacturer. The manufacturer/dealer can supply any no. of packaging materials
as per order quantity against the certificate during the validity period. Upon expiry
of the certificate the manufacturer has to submit a fresh application along the
required number of samples and the payment for issuing a new certificate. No
extension on the issued certificate will be given after 18/9 months.
